Permit Goblin
He does not attack with claws or fire. He attacks with missing initials, confusing forms, footnotes, and the terrifying phrase: “Please resubmit.”
He stole the system confusingly. Same thing.
Villain Profile
- Name: Permit Goblin.

His Powers Are Small, Annoying, and Terribly Effective
He finds the one empty corner of a form and turns it into a saga.
He invokes subsection splash even when it clearly does not apply.
He covers simple requirements with stamps until everyone forgets the goal.
He can make stealing the solar system sound like a procedural misunderstanding.
The Footnote Trap Backfires.
In Episode 3, the Permit Goblin blocks the warehouse door with Form 47-B, subsection splash. He expects the heroes to panic, apologize, and fill out the wrong form.
Solar Pool Boy smiles. He read the footnotes. Subsection splash only applies to indoor wave pools. The Permit Goblin freezes. Nobody was supposed to read that far.
“Impossible. He read the footnotes.”
